Nomore wars.This was the vision of our
parents and grandparents when they
founded the EuropeanUnion. And indeed,
we’ve had 60 years of peace, celebrated last
March 25 in Rome in commemoration
of the signing of the European treaties.
It was on that date in 1957when the
foundingmembers of the EU embarked on
an ambitious integration process with the
signing of the Treaty of Rome. As a result,
Europe has experienced years of peace and
become a union of 500million citizens who
enjoy civil and economic freedoms and
opportunities in one of the most developed
economies in the world.
In this context, the latestWhite Paper of
the EuropeanCommission assumes great
importance in that it provides a reflection
on the results achieved over the last 60
years. It marks the beginning of a process
inwhich the 27-member EuropeanUnion
will decide its future, assessing the possible
paths it might choose to follow.TheWhite
Paper examines the ways inwhich Europe
will change over the next decade (from
the impact of new technologies on society,
particularly on business and employment,
to doubts about globalization, security
concerns and the rise of populism) and
the choices it will have tomake: wheter to
passively follow these trends, or steer them
and seize the new opportunities they offer, in
a context where some parts of the world are
expanding while Europe’s population and
economic weight are shrinking.
There are five possible scenarios, from
here until 2025.The first is to essentially
continue in the current direction, as per the
Bratislava declaration; the second is to focus
on the single market; the third is a Europe
at multiple velocities, where those who
want more should domore; the fourth calls
for doing less but more effectively, limiting
the scope of action; the fifth embraces the
federalist hypothesis of doingmuchmore,
but together.

Si delineano cinque scenari possibili,
ognuno dei quali offre un quadro di quel-
lo che potrebbe essere lo stato dell’Unio-
ne post Brexit da qui al 2025, a seconda
delle scelte che l’Europa percorrerà.
Questi scenari futuri mostrano innanzitut-
to quali possono essere i rapporti di forza
tra il livello comunitario e quello naziona-
le. Si và da un mantenimento dello status
quo ( primo scenario) alla piena integra-
continuerà a dipendere dalla sua aper-
tura sui mercati internazionali e dai forti
legami con i partner. Il presidente della
Commissione Europea Junker ha peral-
tro auspicato che “L’UE non diventi solo
commercio”, ha ricordato che “l’UE non
può ridurre la disoccupazione (dipende
dalle politiche interne dei singoli Paesi
membri), ed ha espresso una constatazio-
ne: “I Trattati UE sono al momento non
modificabili (manca la volontà politica)”.
