I risultati delle recenti elezioni europee ci hanno recapitato un indiscutibile
messaggio: occorre avere il coraggio di uno slancio per portare a compimento
quel percorso intrapreso dai padri fondatori ed arrivare a un’Unione che non
sia solo meramente economica.
E in questo processo il nostro Paese deve esserne protagonista. O meglio, de-
ve tornare ad esserne protagonista. Lo dobbiamo alla nostra storia che ci le-
gittima ad aspirarvi e lo dobbiamo al nostro futuro che ce lo chiede. Il nostro
Paese può essere uno dei traini lungo quel sentiero, obbligatorio, sul quale
l’Europa deve incamminarsi ritrovando quello spirito solidale a cui rimandava
Helmut Kohl (“Voglio una Germania europea, non un’Europa germanica”),
che risani le cicatrici della storia e consegni al mondo globalizzato gli Stati
Uniti d’Europa. Un’Europa che sia unita solo monetariamente ma non politi-
camente rischia di essere una drammatica incompiuta.
Occorre però anche fare una profonda riflessione sulle politiche economiche
messe in atto in questi anni. L’arroccamento sulla stretta rigorista, la mancan-
za di flessibilità nell’allentamento dei parametri non ha pagato: fino ad oggi
è stato viatico alla recessione e ha fatto esplodere la curva della disoccupazio-
ne senza far scendere i debiti pubblici. Non solo, ha alienato i consensi all’Eu-
ropa troppo tedesca ed ha eroso consensi a molti governi in carica.
È ormai a Bruxelles dove si pianificano gran parte dei finanziamenti alle im-
prese, dove si delineano le normative che regolano il mercato. È lì dunque che
occorre si faccia una seria e profonda riflessione su come far ripartire l’Europa
ma anche come dare un senso finalmente compiuto alla sua istituzione.
Pensare che le basi concrete di tutto ciò possano essere gettate nel semestre
europeo di presidenza italiana, in Casa nostra, proprio dove si firmò il fon-
dativo Trattato di Roma, non può che responsalizzarci sul rendere possibile
questo scenario.

economic.
And our countrymust be among the key
players in this process. Or rather, we need to go
back to being among the key players: we owe it
to our history which legitimates us to aspire to
it, andwe owe it to our future, which demands
it. Our country can be one of the driving
forces along that obligatory path along which
Europe must set out to recapture the spirit
of solidarity imagined byHelmut Kohl (“I
want a EuropeanGermany, not aGermanic
Europe”), which can heal the scars of history
and deliver to the globalizedworld aUnited
States of Europe. AEurope that is united only
monetarily but not politically risks remaining
dramatically incomplete.
We also need to reflect seriously on the
economic policies put in place in recent years.
Entrenchment in fiscal rigor and a lack of
flexibility in relaxing parameters have not
paid off: up to now it has led to recession and
swelled the curve of unemployment without
reducing public debt. Not only that, it has
alienated resistance to aGermany-centric
Europe and has eroded consensus among
many governments in office. By now it is in
Brussels that most of the scheduling of business
loans is conducted, andwhere regulations
governing the market are decided. It is there,
then, that we must reflect profoundly on how
to get Europe back on its feet, as well as how to
finally give a sense of completion to its creation.
To think that the concrete foundations of all
this can be laid during the Italian presidency of
the EU, in our own back yard, right where the
founding Treaty of Rome was signed, cannot
but make us feel responsible for rendering such
a scenario possible.
